This is a list of speaker biographies for presenters at the 3rd Annual Midwest Forensic Training Conference.

Donald Comstock

Detective, DuPage County Sheriff’s Office

Donald Comstock is a Detective with the DuPage County Sheriff’s Office Forensic Investigations Unit and is a certified Crime Scene Investigator (CSI) through the International Association for Identification (IAI).

Donald is a member of the DuPage County Major Crimes Task Force, DuPage County Fire Investigation Task Force, Felony Investigative Assistance Team (FIAT/DuPage) and the DuPage County Accident Reconstruction Task Force (DUCART).

He is an active member of the International Association for Identification and a board member of the Illinois Association of Property and Evidence Managers. Donald teaches various forensic related classes for the Suburban Law Enforcement Academy (SLEA) at the College of DuPage and North East Multi-Regional Training (NEMRT). He also runs the forensic training portal located at www.AegisBlueForensics.com and authors the quarterly forensic newsletter Antemortem.

Dr. James A. Filkins

M.D.

Dr. Filkins is both a physician and an attorney, and is one of the few forensic pathologists who has also litigated in court cases involving wrongful deaths. As a forensic pathologist with the Cook County Medical Examiner’s Office he performed several thousand autopsies and has testified as an expert witness in forensic pathology over 300 times. He continues to work as a part-time coroner’s pathologist for the DuPage and Kane County Coroners’ Offices. As an attorney with the Department of Law for the City of Chicago, Dr. Filkins defended the City of Chicago and Chicago Police Officers in excessive force lawsuits including cases in which a wrongful death was alleged.He regularly lectures on the forensic aspects of gunshot wounds to the Department of Law for the City of Chicago, the Cook County State’s Attorney’s Office, the Chicago Police Department, and DePaul University College of Law.

Jon Pugsley

Detective, DuPage County Sheriff’s Office

Worked as a full-time forensic detective with the DuPage County Sheriff’s Office for over 14 years, with primary responsibilities being the processing a wide variety of different types of crime scenes for physical evidence. In addition to processing crime scenes for the sheriff’s office, the Forensic Investigations Unit is also available as a resource for any local jurisdiction with the county that requests assistance with evidence processing duties.

My task force involvement and/or supervisory positions include the DuPage Major Crimes Task Force, DuPage County Fire Investigation Task Force, Felony Investigation Assistance Team (crime scene & crash reconstruction units), & DuPage County Accident Reconstruction Team. The Forensic Investigations Unit has been tasked with being the primary evidence unit for the DuPage County Coroner’s Office, which has included my having attended several hundred autopsies for evidentiary documentation and collection purposes.

Teaching experience includes having taught evidence related courses through North East Multi Regional Training, College of DuPage’s Suburban Law Enforcement Training Center, & the University of Illinois, as well as short courses for several local schools, police departments, and Central DuPage Hospital.
